Background
Situation
The Danish Agency for Data Supply and Infrastructure (SDFI) is an agency under the Ministry of Climate, Energy and Utilities, which has corporate responsibility for, among other things, operating a number of public registers and the Common Public Data Distributor (Data Distributor). The Data Distributor is a nationwide IT infrastructure component tasked with distributing all basic public data.
Challenge
The current contract for the Data Distributor was about to expire, which is why SDFI needed to conduct a re-tender. In this connection, the agency wanted help to carry out the re-tendering according to the Danish IT project model. This involved conducting a number of preliminary analyses in order to determine the optimal design of the subsequent tender and its implementation. A-2 was the primary advisor on the project from start to finish.
Purpose
The purpose of A-2's involvement was to support the implementation of the project according to the Danish IT project model, including the implementation of the analysis phase as well as phases for the preparation and implementation of tenders.
Approach and Results
A-2 initially conducted an analysis phase with the implementation of market situation and dialog as well as a number of other analyses related to internal governance and models for collaboration with future suppliers. In addition, A-2 contributed to the general project management with assistance in preparing the business case and project management. The analysis phase ensured clear business goals for the Data Distributor and thereby formed the basis for an optimal design of the upcoming tender.
In the implementation phase, A-2 was responsible for the tender project management and the preparation of the tender documents, including the requirements specification and the other annexes to the contract. This was carried out according to agile principles and resulted in a high-quality tender material within the set time. At the same time, it supported SDFI in building experience with an agile delivery method, which was also the starting point in the future contract. After advertising, A-2 handled the implementation of the negotiated tender, including answering questions, reviewing and evaluating pre-qualification applications and offers.
