Background
Situation
When the municipalities sold KMD, they also sold ownership of a number of central and socially critical IT solutions for handling citizen cases (cash benefits, sickness benefits, etc.), thereby creating a monopoly that had to be broken through competitive tendering. KOMBIT was formed to implement the competitive tendering via a number of projects, and coordinated centrally in the Monopoly Breaking Program in KOMBIT.
Challenge
KOMBIT faced challenges in connection with defining the scope for the technical solutions for the phasing out of the four systems (KMD, Aktiv, KMD SDP, KMD Sag and KMD Barsel). The scope for the solutions included data conversion, interfaces and relevant interim solutions as well as advice for preparing the contractual basis for the phase-out in the negotiations with KMD.
Purpose
The project included start-up and coordination of implementation tasks, including identifying and handling the new solutions both in relation to the internal projects and the municipality.
Approach & Results
A-2 has helped define and describe the technical solutions for the phasing out of the four systems (KMD Aktiv, KMD SDP, KMD Sag and KMD Barsel), including solutions for data conversion, interfaces and necessary interim solutions, as well as preparing the contractual basis for the phase-out and participating in negotiations with KMD.
A-2 as an anchor in the Monopoly Breaking Program
A-2 has assisted the Monopoly Breaking Program with project planning of phasing out, taking into account the transition of the projects. This has included identification of dependencies between phase-out projects, dependencies in relation to external suppliers and new specialist projects, based on stakeholder analysis, among other things. A-2 has contributed with elements from the PRINCE2 toolbox, both in the establishment of processes and management documents and tools, but also in the ongoing maintenance of these management documents and processes.
Establishing finance tools
A-2 has contributed to the establishment of financial tools that take into account the complexity of the contracts. The tools have helped to support the established processes and reporting of the cross-cutting phase-out economy, such as status reporting on project results and budgets.
